Rehabilitation of Lucien L’Allier Station Earns Envision Silver

Strong performance across multiple areas of the Envision sustainability framework

ISI is excited to announce that the Rehabilitation of Gare Lucien L’Allier in Montreal has earned the Envision Silver Rating for sustainable infrastructure. Owned by Exo, the public agency responsible for managing the commuter train, suburban bus, and paratransit networks in the Greater Montreal area, the project replaced four platforms that had reached the end of their service life, added an overhead canopy structure, and rehabilitated other infrastructure and systems, delivering a forward-looking facility that better addresses the needs of the community. With the Envision Silver designation, the project’s diverse and long-term sustainability achievements have been recognized and validated through an independent, thirty-party evaluation processed managed by ISI.

Gare Lucien-L’Allier serves as the final downtown terminal for three exo commuter lines and offers transfers to the Metro and various bus routes managed by Société de transport de Montréal (STM). Located next to the Bell Centre, the largest indoor arena in Canada, the station serves approximately 2.4 million passengers each year. The project delivered new platforms and an overhead canopy structure, along with system upgrades to meet updated exo and accessibility standards. In addition, Track 6 was extended to improve operational flexibility and traffic flow, and two new emergency exits were added.

These facilities were designed and built with a planned service life of 40 years, requiring careful consideration of the project’s long-term sustainability as well as integration with adjacent infrastructure and systems within a dense urban environment.

Verified Sustainability Achievement

Improve Community Quality of Life and Public Safety The new canopy significantly improves the customer experience, as the station previously had no shelter for passengers in transit. The project also goes beyond minimum health and safety improvements by voluntarily applying the NFPA 130 — the National Fire Prevention Association’s standard for fixed guideway transit and passenger rail, even though compliance is not mandatory. In addition, the landscaping features, fencing, and LED lighting help improve the safety and well-being of the surrounding environment by providing better illumination, reducing light pollution, and enhancing local air quality for pedestrians and station users.

Minimize Construction Impacts – The project team implemented a comprehensive plan to minimize construction impacts. Noise mitigation measures included the installation of Teflon components on equipment, relocation of noise-generating sources where possible, and elimination of night-time construction. Additional mitigation strategies included adjusting the direction of floodlights to prevent glare and modifying 11 light fixtures in response to community feedback.

Improve Access and Wayfinding – The project prioritized safe and intuitive navigation for all users, including persons with disabilities. The station is designed to be fully accessible and to facilitate efficient movement throughout the site. It incorporates a variety of wayfinding and accessibility features, including signage systems, color-coded references, universal design standards, universally recognized symbols, and safe access routes for all users.

Plan for Long-Term Monitoring and Maintenance –  Regular inspections, as-needed work, recommendation from the manufacturer or from exo, and post-inspection planning tasks will inform the evolution of the long-term monitoring and maintenance strategy. It is also noteworthy that one hundred percent of the platform structure was designed to be removable to allow maintenance and construction activities. Its prefabricated concrete slabs were sized to allow easy lifting and relocation. Similarly, the design facilitates access to exposed wood and steel, enabling periodic painting and treatment of these surfaces over the life of the project.

Reduce Construction Energy Consumption – A management plan was developed to guide the contractor in implementing reduction measures. One measure optimized logistics, reducing energy use in material transport by redirecting disposal materials to an alternative site compared to the baseline scenario. Another strategy targeted energy use in temporary facilities (lighting, HVAC, and plug in trailers and site offices). While generators are typically used for these needs for at least two weeks before grid connection, the project was connected to Hydro-Québec from the start, which substantially reduced purchased energy consumption.

Conduct a Lifecyle Economic Evaluation – The project evaluated multiple options, including reconstruction of the existing infrastructure (status quo), installation of heated platforms, and construction of a canopy, ultimately selecting the canopy option. The analysis considered initial capital investments, recurring operating and maintenance costs, snow removal, leasing costs, and mid-life rehabilitation costs. It also supported the selection of prefabricated concrete platforms over cast-in-place concrete, hybrid concrete, and interlocking paver slab alternatives. Design decisions were informed by a comprehensive lifecycle economic evaluation incorporating technical, socio-economic, and environmental perspectives.

Evaluate for Risks, Climate Impacts and Resilience – A comprehensive risk assessment examined the project itself, the interconnected infrastructure systems (rail network / road system / metro lines / Centre Bell building), and the broader community (City of Montreal). It considered natural, technological, and social risks to identify interdependencies and potential impacts of hazards. In addition, the report Analysis of Climate Vulnerability and Risks for the Lucien-L’Allier Station Platforms informed identification of risk areas and assets, assessment of climate vulnerability, and development of adaptation measures integrated into design, construction, and operations. A specific example of a climate adaptation measure was the selection of a high Solar Reflective Index white membrane in the canopy structure, which will help reduce urban heat island effects while strengthening climate resilience.

The original Champlain Bridge Deconstruction Project Earns Envision Gold Rating


Latest measure of sustainability achievement for a transformative project

The original Champlain Bridge deconstruction project, centred on the removal of the former bridge linking the cities of Montreal and Brossard, has received the prestigious Envision Gold rating from ISI for its exceptional sustainability performance. Managed by The Jacques Cartier and Champlain Bridges Incorporated (JCCBI), a Canadian Federal Crown Corporation, the deconstruction of the bridge was carried out between 2020 and 2023 with a strong focus on sustainability throughout.

Following completion, the owner implemented the revitalization and shoreline redevelopment component of the project between 2024 and the spring of 2026, where sustainability was equally prioritized. With the Envision Gold Award, the project’s diverse and long-term sustainability achievements have been recognized and validated through an independent, thirty-party evaluation processed managed by ISI.

Project Background

The deconstruction of the 3.4-kilometre bridge spanning the St. Lawrence River within a dense urban environment was technically complex and was completed using innovative methods rather than conventional demolition techniques. Working in a highly sensitive aquatic ecosystem, the project used temporary jetties and barge platforms to minimize environmental impacts. In January 2022, the project reached a key milestone in its staged deconstruction process with the controlled lowering of the 2,200-tonne, 117.5-meter central steel span onto a barge for subsequent dismantling operations. Overall, 96% of the former bridge material (by mass) was recycled or reused, including structural steel and concrete, and 100% traceability.

The original Champlain Bridge included large shoreline structures and dock-like platforms used for access and maintenance. As part of the deconstruction effort, two jetties covering approximately 1.5 hectares were dismantled, enabling the restoration of more natural shoreline conditions. This work supported the re-establishment of native vegetation and aquatic habitats, reconnected fragmented wetland and shoreline ecosystems, and restored more natural water flow and sediment processes along the river edge. In parallel, approximately 7 hectares of shoreline space were reclaimed and transformed into bicycle and walking paths, enhancing public access and active transportation opportunities. This integrated shoreline revitalization component is known as the Héritage Champlain Pathway.

Guichon Creek Restoration Project Featured in Water Canada

The Guichon Creek Restoration project was featured in the November/December issue of Water Canada Magazine.

British Columbia Institute of Technology’s Guichon Creek Restoration project earned Envision Platinum from ISI in May, 2025. The project was prompted due to the formation of a sinkhole caused by a failing culvert on campus adjacent to one of the buildings on BCIT’s south campus, in Burnaby, B.C. Urgent remediation works were recommended following a site visit that identified the sinkhole would likely grow, posing risks to infrastructure as well as life safety.

When the Burnaby campus was developed, a section of Guichon Creek was culverted to flow underground from the south to north of campus.   The project leveraged the BCIT Campus Plan to develop a prompt strategy that would both address the current sinkhole and mitigate risks of future sinkholes. This solution not only offered enhancements to campus with new green space, but also supported resilience strategies by removing the risk of future culvert failures and sizing the creek’s capacity to accommodate 100-year storm events. Other benefits of the project included installing a fish ladder to support fish migration efforts, contributing to the campus’s Living Labs program, and demonstrate BCIT’s focus on sustainable solutions.

In each case, the project teams considered the needs and aspirations of their projects through a multi-faceted sustainability lens — committing to deliver the infrastructure in ways that addressed critical social, environmental and economic aspects. STM’s new entrance building to the Vendôme metro station in Montréal earns Envision Gold Award

This is STM’s second Envision-verified project. Previously, STM’s Côte-Vertu garage was awarded Envision Platinum in September, 2021.

The new entrance building to the Vendôme metro station project in Montréal, Québec was awarded a Gold Envision Rating for sustainable infrastructure. Built in partnership with the Société de transport de Montréal (STM), exo, and the McGill University Heath Centre (MUHC); this project was designed to provide universal access to the Vendôme intermodal hub from the MUHC.

The project consists of developing a new entrance to the Vendôme metro station and a pedestrian link between Maisonneuve Boulevard, the Vendôme intermodal hub, and the MUHC. The new Vendôme station infrastructure, including the entrance, train station platforms, a pedestrian tunnel leading to the hospital complex, and walkways, are equipped with elevators and universal accessibility devices, such as enlarged motorized butterfly doors and swing gates.

The aims of this project are to:

— Improve traffic flow and capacity within the station to meet the increasing number of users.
— Connect the MUHC to the Vendôme intermodal hub.
— Make the station universally accessible.
— Improve the operational efficiency of the station.

Le projet de nouvel édicule de la station de métro Vendôme à Montréal, au Québec, s’est vu décerner la distinction Envision Or pour son infrastructure durable. Construit en partenariat avec la Société de transport de Montréal (STM), exo et le Centre universitaire de santé McGill (CUSM), ce projet a été conçu pour offrir une accessibilité universelle au pôle multimodal Vendôme depuis le CUSM.

Il comprend la construction d’un nouvel accès menant à la station de métro Vendôme et un lien piétonnier entre le boulevard De Maisonneuve, le pôle multimodal Vendôme et le CUSM. Le nouveau bâtiment d’accès à la station de métro facilite grandement les déplacements pour toutes les clientèles, notamment celle à mobilité réduite. Les quais de la gare exo, le tunnel piétonnier menant vers le Centre universitaire de santé McGill, ainsi que les aménagements de surface sont pourvus d’ascenseurs et de dispositifs d’accessibilité universelle, tels que des portes-papillon motorisées élargies et des portillons à vantaux.

Le projet vise à :

— améliorer la circulation à l’intérieur de la station et sa capacité d’accueil pour tenir compte du nombre croissant d’usagers;

Burnaby’s Willingdon Linear Park Earns Envision Silver

The Institute for Sustainable Infrastructure (ISI) announced today that the Willingdon Linear Park located in Burnaby, British Columbia, Canada is the recent recipient of the Envision® Silver award for sustainable infrastructure.

The project consists of approximately 1.17 kilometres of park and trail development, spanning thirteen city blocks. The road rehabilitation and construction of the park included milling of existing asphalt, asphalt replacement, construction of a new multi-use pathway, extensive landscaping, retaining walls, and other features.

The Willingdon Linear Park accomplishes several goals and meets the needs of the community by:

  • incorporating multi-use pathways;
  • offering safe pedestrian and cyclist road and laneway crossings;
  • integrating rest areas and pocket parks;
  • enhancing user comfort through park furnishings, lighting, trees, and other features; and
  • establishing character and distinction to the area.

The City of Burnaby worked closely with Eurovia British Columbia and ISL Engineering to deliver this award-winning sustainable project.

British Columbia Institute of Technology’s North Campus Infrastructure Project Earns Envision Gold

The North Campus Infrastructure Project at the British Columbia Institute of Technology (BCIT) in Burnaby, British Columbia is the recent recipient of the Envision®Gold award for sustainable infrastructure.

“The continuous community engagement throughout the North Campus Infrastructure Project has allowed BCIT to fully understand the needs of its community and to guide development and renewal opportunities that provide long-term benefits. This award further recognizes BCIT for its strong commitment and leadership in sustainability,” said Kathy Kinloch, President of BCIT.

Funded by the Province of British Columbia, the Government of Canada Post-Secondary Institutions Strategic Investment Fund, and BCIT, the North Campus Infrastructure project provides a critical upgrade to the campus’ electrical infrastructure. Electrical power at the Burnaby Campus is currently provided through two on-campus high-voltage (HV) receiving stations called Goard Way and Canada Way, which are connected to the 12.5 kV HV service provided by BC Hydro.

BCIT worked in close collaboration with Stantec, PCL Constructors Westcoast, R.F. Binnie & Associates, and PFS Studio to deliver this award-winning sustainable project.

Lacombe Main Street Program Receives Envision Silver Award

The Lacombe Main Street Program has received the Envision® Silver Award for sustainable infrastructure, designated by the Institute for Sustainable Infrastructure (ISI). To reach Silver status, a project must demonstrate that it delivers a range of environmental, social, and economic benefits to the local community. The Lacombe Main Street Program is the first project in the Province of Alberta to earn an Envision Award. The City of Lacombe worked in close collaboration with Stantec and Pidherney’s Inc. to deliver this award-winning sustainable infrastructure project which has also recently been recognized with the American Public Works Association (APWA) Alberta Chapter Project of the Year Award.

“The Lacombe Main Street Program is an excellent example of turning an urgent, negative situation—in this case a degraded sanitary sewer system—into a sustainable, vibrant, community- and business-oriented project,” said ISI President and CEO, John Stanton. “ISI is pleased to present this project with an Envision Silver award for sustainable infrastructure.
