Programmatic Approach to Envision Verification


What is the Programmatic Approach?

The Programmatic Approach to Envision verification supports owners delivering multiple Envision projects by streamlining processes and promoting consistency across submissions. Designed for both project teams and third-party verifiers, this approach improves efficiency in application development and review.

Participating owners commit to submitting two or more projects and implementing strategies that align content, structure, and overall quality across all applications. This coordinated approach enables teams to leverage shared resources and practices, while providing verifiers with clear, consistent materials.


Implementation Strategies

Owners may implement programmatic efforts in a variety of ways, including:

  • Designating an Envision Program Manager (internal or consultant) to oversee QA/QC and ensure consistency in structure, approach, and documentation across all submissions
  • Contractually requiring project consultants assigned to the different projects to collaborate, and share materials, best practices, and lessons learned to ensure submitted projects are of similar quality and consistency for structure, approach, and documentation.
  • Maintaining a common library of standard documents (e.g., policies, templates, studies) to reduce duplication and support consistency of submissions.
  • Providing project teams with access to draft or completed applications from other projects to guide alignment in coversheet content and structure, and documentation strategies.

Fees

Projects participating in the Programmatic Approach receive a 20% discount on verification fees for all committed projects. This discount applies only to verification fees, based on ISI’s published fee structure. Project registration fees are not discounted.


Conditions
  • All projects must register within the same week and pay the non-refundable registration fee within 30 days
  • The Project Leader company and/or Owner company must be an ISI Member in good standing and be assigned as the Envision File Owner(s) when registering the projects
  • A Letter of Intent must be generated which is valid for three (3) months and may be updated at any time (e.g., to add projects or revise contact information)
  • To formalize participation and proceed, contact the ISI staff member listed on the Letter of Intent

Best Practice

To maximize consistency in reviews, ISI recommends spacing First Review submissions at least two months apart, allowing the same Verification Team to apply insights across projects.

Projects that are generally suitable for the Programmatic Approach include large multi-phase projects and portfolios of projects with similar scopes. In general, this approach is best for groups of projects that share enough common characteristics, processes, or sustainability goals to benefit from a more coordinated and consistent verification approach.

No. Projects cannot be submitted retroactively under the Programmatic Approach to Envision verification. Only projects that are registered after the public release of the Programmatic Approach can be included. Note that this approach was previously piloted by ISI, referenced as the “Portfolio Approach”, to evaluate its functionality before public release. Now that it is publicly available, some features may differ from the pilot phase, but ISI will honor any prior commitments made during that period.

The use of the Programmatic Approach to Envision verification requires that two (2) or more projects register and submit for Envision verification and implement programmatic strategies. If one project in the group is cancelled, or withdrawn, the applicant should notify ISI as soon as possible. ISI can then advise on whether the remaining projects may continue under the Programmatic Approach and whether any updates to the applicable fees will be needed. Changes to one project do not necessarily prevent the other projects from continuing, but they may require review and confirmation by ISI.

Yes. The implementation examples provided by ISI are intended to show common ways the Programmatic Approach may be applied, but they are not necessarily exhaustive. If you wish to use other programmatic strategies, ISI is open to reviewing those alternate proposals that aim to streamline processes while still continuing to meet established verification requirements. Include alternate proposals when generating the Letter of Intent so it can be formally captured.
